Officer technical managers in the field of seamanship and navigation with practical naval experience in these areas. They plan, supervise, and direct activities of deck and navigation personnel in performance of operational and maintenance functions; plan, develop, and administer deck and navigation training programs; assist in organizing, scheduling, and supervising seamanship and navigation exercises and drills; and assign and coordinate activities of personnel under their command. An officer of the Regular Navy whose permanent status is Ensign or above.
