Supervises train dispatching or operates railway stations, railway signals and switches movements.

Operates railway stations, railway signals and switches and assists in control and coordination of train movements; checks and accounts for car and train movements; compiles records reflecting locations of all rolling stock; studies timetables and train orders, and keeps record of all arriving and departing trains; copies train orders dictated by dispatcher and delivers to appropriate train crews; advises dispatcher of arrival and departure times of all passing trains; receives reports on location of empty cars and relays such information to car distributor; computes operational and statistical reports on traffic volume, freight priorities, and train movements; requisitions cars for outbound freight and supervises loading; seals cars and records seal numbers; checks bills of lading and waybills, and makes reports to consignees on arrival of their freight shipments; plans movements of all outbound cars and arranges for pickup and setoff of all loaded and empty cars; displays signals for inbound and outbound trains and sets switches to provide safe and expeditious movements; receives requisitions for empty cars and authorizes movement to locations for loading; informs crews of schedule changes and other operating information received from dispatcher; establishes liaison with other operating personnel, including distant movement operators, to insure safe and prompt handling of trains and their individual shipments; reports on operating conditions and violations of operating rules by train crews; interprets train orders; compiles bills of lading and waybills; determines demurrage; prepares switching lists and gives work instructions to yard crews; assists in control and coordination of train movements; performs duties shown in preceding level of skill and provides technical guidance to lower grade personnel in accomplishment of these duties; supervises operation of railway stations, railway signals and switches, and control and coordination of train movements; supervises receipt and transmission of telephonic and telegraphic messages relating to train movements; reviews time sheets to keep abreast of each scheduled train passing through territory; receives messages from yardmasters and dispatchers on train movements; coordinates and arranges for crews to man trains; receives and reviews copies of forms and reports compiled by subordinates; prepares, distributes and consolidates unit records and reports; establishes close liaison with using agencies, and representatives of civilian and military railroads; keeps engine crews informed of changes in condition of road and changes in schedules; conducts on-the-job training.

Must be able to supervise personnel performing duties of MOS 65B, 65D, 65G, 65H, 65J or 65K at skill level 4; serves as principal NCO in railway operating, maintenance-of-way or repair company, or operations section of railway battalion or higher level organization; advises on all matters relating to railway operations, maintenance-of-way, and repair; monitors and controls railway, passenger, and freight traffic; prepares, reproduces, and distributes operation reports; edits and prepares training material; assists in coordination and implementation of operations, training programs, and administrative activities; maintains records of strength, location and employment of railway personnel, and equipment; coordinates railway operations and maintenance; consolidates, prepares, reviews, and processes regular and special reports of command railway activities; performs principal noncommissioned officer duties associated with SQI M; provides advice and makes, recommendations to the commander aid staff on all matters pertain to enlisted personnel and their families; accompanies the commander on inspections and visits and at ceremonies; assists in inspection of command activities facilities aid personnel as prescribed by the commander; holds first sergeants' or sergeants' major call to announce information and instructions; insures that newly assigned enlisted personnel are instructed in military courtesy, customs, of the service, and command regulations or policies; provides counsel and guidance to NCOs and other enlisted personnel of the command; inspects duties performed by subordinate NCOs; notes discrepancies and initiates appropriate corrective action; assists in reception of visitors to the command; sits as president or, member of command promotion board for NCOs, as authorized by regulations; performs other duties prescribed by, the commander.
